- The minimum CELPIP score for Express Entry is CLB 7 in all four skills for Federal Skilled Workers, and lower for some other applicants.
- Only CELPIP-General counts. Each extra CLB level adds CRS points, and CLB 9 in all four skills also unlocks the larger skill transferability points.
- Your results must be less than 2 years old when you create your profile and again when you apply for permanent residence.
The CELPIP score you need for PR through Express Entry depends on your program: CLB 7 in all four skills for Federal Skilled Workers, and as low as CLB 4 or 5 for some others. Above that minimum, every extra level earns CRS points, and CLB 9 in all four skills is where the biggest gains start.
This guide explains how Express Entry uses your CELPIP levels. All rules were checked on canada.ca in October 2026. To turn your CELPIP results into CLB levels, use our CELPIP score chart and CLB calculator.
Which CELPIP counts for PR
IRCC (Immigration, Refugees and Citizenship Canada) runs Express Entry. Its language test page is clear: for CELPIP, you must take the CELPIP-General test.
There is a second version, CELPIP-General LS. It only tests Listening and Speaking, and it is meant for citizenship. Express Entry asks for a level in all four skills, so the LS version cannot support a PR application.
IRCC also accepts IELTS General Training and PTE Core for English. If you are still choosing a test, see our comparison of CELPIP vs IELTS.
CELPIP has no single passing score. You get a level from 1 to 12 in each skill. For levels 4 to 12, the CELPIP level is the same number as the CLB level. CLB stands for Canadian Language Benchmarks, the scale IRCC uses. So the real question behind "what is the passing score for CELPIP for PR" is this: what CLB level does your program ask for?
Minimum CLB by program
Express Entry manages three federal programs. Each one sets its own minimum, and you must meet it in every skill. One low skill can make you ineligible, even if the other three are high.
These are the minimums on IRCC's language test page, as of October 2026:
- Federal Skilled Worker Program: CLB 7 in reading, writing, listening and speaking.
- Canadian Experience Class: depends on the job you are applying with. For a job in TEER 0 or 1, you need CLB 7 in all four skills. For a job in TEER 2 or 3, you need CLB 5 in all four skills.
- Federal Skilled Trades Program: CLB 5 in speaking and listening, and CLB 4 in reading and writing.
TEER is the job category system in Canada's National Occupational Classification. TEER 0 and 1 cover management and most jobs that need a university degree. TEER 2 and 3 cover many jobs that need a college diploma, an apprenticeship or on-the-job training.
In CELPIP terms, the minimum CELPIP score for Express Entry as a Federal Skilled Worker is a 7 in each skill. A 7, 7, 7 and 6 does not qualify.
Meeting the minimum only makes you eligible to enter the pool. It does not give you a high ranking. That comes from the CRS.
CRS points for language
The Comprehensive Ranking System (CRS) gives every Express Entry profile a score out of 1,200. IRCC invites the highest scores in each draw. Language is one of the largest parts of that score.
Points per skill
Under "core human capital" factors, IRCC gives points for each of the four skills in your first official language. The points depend on whether a spouse or common-law partner comes with you.
These are the points for each skill, as listed on the CRS criteria page in October 2026:
- CLB 6: 9 points if single, 8 with a spouse.
- CLB 7: 17 points if single, 16 with a spouse.
- CLB 8: 23 points if single, 22 with a spouse.
- CLB 9: 31 points if single, 29 with a spouse.
- CLB 10 or higher: 34 points if single, 32 with a spouse.
CLB 4 or 5 earns 6 points per skill. Below CLB 4 earns nothing. The maximum is 136 points if you are single and 128 with a spouse.
What this means in practice
Multiply by four to see the full effect. A single applicant with CLB 7 in every skill gets 68 language points. The same person with CLB 9 in every skill gets 124. That is 56 more points from language alone.
Notice that the steps are not even. CLB 7 to CLB 8 adds 6 points per skill. CLB 8 to CLB 9 adds 8 points per skill. Above CLB 10, nothing more is added.
Your spouse's language
If your spouse or partner comes with you, their language results can add up to 20 points. They get 1 point per skill at CLB 5 or 6, 3 at CLB 7 or 8 and 5 at CLB 9 or higher. A spouse who takes CELPIP-General can help your profile.
A second official language
French also counts. If you take an approved French test, you can earn up to 6 points per skill for it. The cap is 24 points if single, or 22 with a spouse.
There are also additional points for strong French. NCLC 7 or higher in all four French skills earns 25 points. It earns 50 points if you also have CLB 5 or higher in all four English skills. NCLC is the French version of the CLB scale.
The November 3, 2026 changes
IRCC is changing the CRS on November 3, 2026. A new Labour Market Integration factor will give points for Canadian work experience or a qualifying job offer, up to 150 points. LMIA requirements for job offers are also being removed.
These changes do not touch the language points on this page. IRCC's page on the changes says the skill transferability rules are not changing, and the new factor does not use your CLB level. When the changes start, IRCC will recalculate existing profiles, which can take up to two weeks. Invitation rounds pause during that time.
Why CLB 9 matters
CLB 9 matters because of a second group of points: skill transferability. These points reward language combined with your education or foreign work experience. The total is capped at 100.
Two of these combinations use your language level. Each has two thresholds:
- CLB 7 threshold: CLB 7 or higher in all four skills, with at least one skill below CLB 9.
- CLB 9 threshold: CLB 9 or higher in all four skills.
Here is what the CRS page lists for each threshold:
- Education and language: a credential of one year or longer earns 13 points at the CLB 7 threshold and 25 at CLB 9. Two credentials (one of three years or more), a master's or a doctorate earn 25 at CLB 7 and 50 at CLB 9.
- Foreign work experience and language: one or two years of foreign work earns 13 points at CLB 7 and 25 at CLB 9. Three years or more earns 25 at CLB 7 and 50 at CLB 9.
So reaching CLB 9 in all four skills can double these points. A master's degree holder with CLB 8 gets 25 education and language points. With CLB 9 in every skill, the same person gets 50.
The word "all" matters here. A profile with CLB 9 in three skills and CLB 8 in the fourth stays at the CLB 7 threshold. If one skill is holding you back, that skill is worth extra study time. Our guide on how to prepare for CELPIP covers how to plan that work.
None of this guarantees an invitation. Draw cut-offs change from round to round, and IRCC sets them. A higher CLB level raises your score, but nobody can promise what score a future draw will need.
FSW 67-point grid
If you apply as a Federal Skilled Worker, you face one more scoring system before the CRS. IRCC checks you against a separate 100-point selection grid. You need at least 67 points to qualify for the program.
Language skills are worth up to 28 of those points:
- First official language: 4 points per skill at CLB 7, 5 at CLB 8, and 6 at CLB 9 or higher. The maximum is 24.
- Second official language: 4 points if you have at least CLB 5 in all four skills.
Below CLB 7 in any skill, you are not eligible for this program at all. This grid only decides whether you qualify. Once you are in the pool, your rank comes from the CRS points above.
A "CELPIP score for PR calculator" usually means one of two tools. To find your CLB level from your CELPIP results, use our score chart. To estimate your full CRS score, use the official CRS tool on canada.ca, linked in the resources below.
When results expire
IRCC's rule is short. Your language test results must be less than 2 years old at two points:
- when you complete your Express Entry profile, and
- when you submit your application for permanent residence.
The second date is the one people miss. If your results are close to two years old when you get an invitation, they may expire before you apply. Check the date on your CELPIP results against your likely timeline. If you have any doubt, IRCC's language test page has the current wording.
You can also take CELPIP-General again to improve a level. Plan the test so your results arrive before you need them. If you want to see where you stand first, our free sample test gives you a level for each skill in about 50 minutes.
